Recycling containers were added to Saint Paul’s six largest urban park pavilions in the summer of 2008. These pavilions are used widely, generally rented through a reservations system except on holidays, are locked facilities with kitchen and amenities, and are staffed when in use. There are many other open pavilions in the city, but it was more manageable for Parks and Recreation to start recycling in the handful that are more monitored and controlled environments.
The trash in the pavilions is collected by hand, so the only infrastructure addition needed along with the bins was a set of 90-gallon carts to hold the materials until the recycling trucks collected them.
