A successful and meaningful recycling program takes more than just putting out recycling bins in parks and crossing our fingers in hopes that it works. Before launching blindly into public space recycling, the City of Saint Paul and Eureka Recycling committed to learning everything possible to understand how to make public space recycling successful. How do we make public space recycling cost-effective, environmentally beneficial, and consistent with the values reflected in the wide-variety of public spaces throughout the city? Como Park Zoo & Conservatory and Public Art Saint Paul joined this partnership to launch and test public space recycling in Saint Paul.
In 2007, Eureka Recycling received grants from the Minnesota Pollution Control Agency and the US Environmental Protection Agency to support this work. Meanwhile, the non-profit Public Art Saint Paul, had initiated a Beyond Green program and received funding from Saint Paul Cultural STAR to support a series of initiatives to encourage sustainable art-making and to develop demonstration projects related to environmental values, including recycling in public spaces. Como Zoo & Conservatory had already established an internal green team to address sustainability goals at the zoo.
